Leo Varadkar is a former Taoiseach of Ireland and one of Europe’s most experienced contemporary political leaders. Serving twice as Prime Minister between 2017–2020 and 2022–2024, he led Ireland through periods of profound political, economic and social change. Renowned for his calm authority, strategic clarity and inclusive leadership style, Leo is widely respected as a global voice on leadership, governance and decision-making in complex and high-pressure environments. Notably, he made history as Ireland’s first openly gay head of government and one of only a handful worldwide to hold this position.
Before entering frontline politics, Leo trained and worked as a medical doctor after graduating in medicine from Trinity College Dublin. Elected to the Irish Parliament in 2007, he quickly built a reputation as a reform-minded public servant. Over the following years, he held several senior Cabinet roles, including Minister for Transport, Tourism, and Sport, Minister for Health, and Minister for Social Protection. During this period, he spearheaded major health reforms, introducing Ireland’s first public health law on alcohol misuse, expanding free GP visits for children and seniors, improving chronic disease management in communities, and launching landmark strategies in maternity, infant and sexual health.
In 2017, Leo became Taoiseach at the age of 38, making him one of the youngest leaders in Irish history. His governments delivered substantial social progress, including advancing LGBT rights and overseeing transformative reforms in women’s healthcare. Through the Project Ireland 2040 plan, public infrastructure investment more than doubled during his time in office. As Taoiseach, he also launched the Child Poverty and Well-being Programme, delivering early successes such as free school books, hot school meals and reduced childcare costs for working families. On the international stage, Leo represented Ireland at the highest levels, engaging with organisations including the European Council, United Nations, World Trade Organization and World Health Organisation, and serving on the Board of the World Anti-Doping Agency.
Following his time in office, Leo transitioned into global leadership and academic engagement, becoming a Hauser Leader at the Centre for Public Leadership at Harvard Kennedy School in 2025.
